HAMP, Home Attachment, and Mortgage Default

چکیده

This paper studies the Homeowner Affordability Modification Program (HAMP), a 2009 federal program reducing delinquent homeowners mortgage payments to 31 percent of monthly income. To assess the program I propose and estimate a structural model of mortgage default using program results. The model allows for income, house prices, and exit preference shocks to induce default, and allows homeowners to vary by an unobserved permanent attachment, or sentimental, value to their home. Counterfactual simulations suggest HAMP has prevented 515,354 defaults as of June 2013 at an expected five year cost per prevented default of $41,096. Back-of-the-envelope calculations estimate the social cost of foreclosure at $16,000 suggesting a net program loss of $12.7 billion. Simulation results indicate the program needs to raise the target payment level to 52 percent of monthly income to become socially beneficially. JEL Classification Codes: R21, H5, I38

Hamp and the Dynamic Mortgage Default Decision

In this paper I develop and estimate a dynamic model of the household decision to default on a mortgage using data from the Homeowners Affordability Modification Program (HAMP), which reduces delinquent homeowner housing payments to 31 percent of income. I find that HAMP has prevented 550,000 defaults as of June 2013 relative to a scenario where HAMP does not exist, at a cost-per-default preven...

Comparing the Performance of Home Affordable Modification Program (HAMP) Modifications and Non-HAMP Modifications: Early Results

In the second half, econometric analysis (regression testing) is used to isolate the key factors affecting HAMP modification performance and to compare the performance of loans modified through HAMP with other similarly delinquent loans. The innovation in this study comes from the merging of HAMP program data with a commercial loan performance database, which allows HAMP-modified loans to be co...

Do Restrictions on Home Equity Extraction Contribute to Lower Mortgage Defaults? Evidence from a Policy Discontinuity at the Texas’ Border

Texas is the only US state that limits home equity borrowing to 80 percent of home value. This paper exploits this policy discontinuity around the Texas’ interstate borders and uses a multidimensional regression discontinuity design framework to find that limits on home equity borrowing in Texas lowered the likelihood of mortgage default by about 1 percentage point for all mortgages and 2-4 per...

Optimal Life-Cycle Asset Allocation with Housing as Collateral

We investigate a household’s asset allocation, housing, and mortgage decisions in a calibrated life-cycle model with costly stock market entry and participation and a risky housing market featuring housing adjustment costs, mortgage collateral borrowing requirement, refinancing charge, and default penalty. Our analysis demonstrates that a household’s liquid wealth is the most important determin...
